UPSC Introduces New Rules for Civil Services Examination Candidates

New Guidelines from UPSC



The Union Public Service Commission (UPSC) has announced significant changes to its examination policies. According to the latest guidelines, individuals who have already been selected for civil services will no longer be permitted to retake the exam.


This new regulation specifically states that candidates who have been appointed as IAS or IFS officers are ineligible to attempt the examination again.


Impact on IPS Candidates

The same restrictions apply to those who have been selected for the Indian Police Service (IPS), meaning they will also be barred from participating in the Civil Services Examination (CSE) 2026. The UPSC has enforced strict measures that prevent IAS or IFS officers from reattempting the exam. A circular issued on February 4 clarifies, "A candidate who has been appointed to the Indian Administrative Service (IAS) or Indian Foreign Service (IFS) based on the results of a previous examination and continues to be a member of that service will not be eligible to appear in the Civil Services Examination-2026."


Furthermore, if a candidate is appointed to the IAS or IFS after taking the Civil Services (Preliminary) Examination-2026, they will not be allowed to sit for the Civil Services (Main) Examination-2026 unless they resign from their current position. Retaining membership in the previous service disqualifies them, even if they pass the CSE 2026 preliminary exam. However, the rules are somewhat more lenient for IPS candidates. Those selected for the IPS or Central Services Group 'A' based on CSE-2026 results may still participate in CSE-2027 under certain conditions.


Attempt Limits for Civil Services Examination

According to the CSE regulations, candidates from the general category are allowed up to 6 attempts to pass the examination. The UPSC also offers relaxations for candidates from reserved categories. The notification specifies, "An attempt made in the Preliminary Examination shall be counted as an attempt made in the Civil Services Examination."


Candidates belonging to Scheduled Castes (SC) and Scheduled Tribes (ST) can make unlimited attempts, while Other Backward Classes (OBC) and Persons with Benchmark Disabilities (PwBD) are permitted a total of 9 attempts.
