NSDC Secures ₹4 Crore for Skill Development Initiative in Madhya Pradesh
Funding for Skill Training Program
The National Skill Development Corporation (NSDC) has successfully raised ₹4 crore from the National Bank for Agriculture and Rural Development (NABARD) through a 'Zero Coupon Zero Principal' (ZCZP) instrument listed on the National Stock Exchange's (NSE) Social Stock Exchange (SSE). This funding aims to facilitate skill training and job opportunities for 600 youths from economically disadvantaged Other Backward Class (OBC) families in Madhya Pradesh.
Program Overview and Objectives
As per the Ministry of Skill Development and Entrepreneurship, the total budget for this initiative is projected at ₹11.25 crore. The program's goal is to prepare 600 youths for overseas employment, targeting job placements for 300 individuals in Japan and another 300 in Germany. Training will encompass foreign language skills and essential competencies for employment, focusing on sectors such as elderly care, hospitality, construction, and manufacturing.
Ceremony Highlights
Jayant Chaudhary's Involvement
Jayant Chaudhary, the Union Minister of State (Independent Charge) for Skill Development and Entrepreneurship, participated in a 'bell-ringing' ceremony in Mumbai to celebrate NSDC's launch on the National Stock Exchange's SSE platform. During this event, NABARD pledged ₹4 crore to support the initiative. Chaudhary emphasized the importance of investing in skill development alongside economic growth, highlighting the Social Stock Exchange as a transparent avenue for government and private sector collaboration in social development.
Funding Structure
Three Funding Sources
The financial backing for this project will come from three distinct sources: beneficiaries will contribute 15% of the total cost, 35% will be sourced through the Social Stock Exchange, and the remaining 50% will be funded by the Government of Madhya Pradesh. Notably, the state government will only provide its share once candidates have successfully secured jobs abroad. This initiative will function under a bilateral 'Social Impact Bond' framework between NSDC and the Madhya Pradesh government, linking government expenditure to the employment outcomes of the youth.
Potential Earnings Abroad
Income Expectations in Japan and Germany
Under this scheme, youths who find employment overseas can expect a monthly income ranging from approximately ₹1 lakh to ₹1.2 lakh in Japan, and between ₹1.1 lakh and ₹3.2 lakh in Germany. Actual earnings will vary based on job type, individual qualifications, and employment terms.
Training Focus
Participants will receive training tailored for job opportunities in caregiving, hospitality (including hotels), construction, and manufacturing. The program aims to equip them with necessary language skills and insights into the work environments of their destination countries.
Understanding the Social Stock Exchange
What is a Social Stock Exchange?
A Social Stock Exchange serves as a platform for eligible organizations focused on social objectives to secure funding for their initiatives. This marks the first instance where NSDC has raised funds using 'Zero Coupon Zero Principal' (ZCZP) instruments, which do not require repayment of interest or principal. The goal is to transparently raise funds for social initiatives and monitor the benefits delivered to the community.
Conclusion
Through this initiative, the government and participating organizations aim to connect skill development with international job opportunities, thereby offering youth from economically disadvantaged backgrounds a chance for better earnings and sustainable livelihoods.
