Introduction to NMC Guidelines: The National Medical Commission (NMC) has released updated guidelines for MBBS admissions in 2026, specifically addressing the needs of Persons with Benchmark Disabilities (PwBD). These regulations took effect on July 27, 2026, aiming to standardize and enhance the assessment process for differently-abled candidates throughout the nation.


Key Objectives of the New Guidelines

The NMC emphasizes that no candidate should be denied access to medical education based solely on their disability. Eligibility will hinge on their functional capabilities and their potential to complete the MBBS program with appropriate support.


Required Documentation for PwBD Reservation

To qualify for reservation benefits, candidates must provide the following:



  • Valid Unique Disability ID (UDID)


  • Self-certified affidavit


  • Eligibility certificate from the Medical Assessment Board



It is important to note that admission decisions will not rely solely on the UDID.


Expansion of Medical Assessment Centers

The number of centers evaluating differently-abled candidates has increased from 16 to 61. The Medical Assessment Board (MAB) will conduct thorough evaluations for each candidate.


Criteria for Determining Eligibility

The Medical Assessment Board will base its decisions on several critical factors:



  • Functional competency of the candidate


  • Individual and objective assessments


  • Modern medical and rehabilitation standards


  • Availability of necessary assistive technologies


  • Patient safety considerations



Candidates who can complete their MBBS studies with assistive technologies will not be deemed ineligible solely due to their disabilities.


Medical Board's Decision Outcomes

Post-assessment, the board will issue one of the following decisions:



  • Eligible


  • Eligible with Reasonable Accommodation


  • Ineligible



If a candidate is found ineligible, the Medical Board is required to provide a written explanation.


Appealing the Medical Board's Decision

Should a candidate disagree with the Medical Assessment Board's ruling, they can appeal to the Appellate Authority established by the Directorate General of Health Services (DGHS). A re-assessment may be conducted if deemed necessary, and the Appellate Authority's decision regarding counseling and admissions will be final.


Responsibilities of Medical Colleges

Under the new guidelines, medical colleges are required to:



  • Ensure a barrier-free (disability-friendly) campus


  • Create an accessible learning environment


  • Appoint a nodal officer or establish a unit to assist PwBD students


  • Implement an effective grievance redressal mechanism for addressing discrimination or complaints



The NMC has stated that all previous directives regarding the admission of PwBD candidates to MBBS programs are now replaced by these new guidelines.
