The Maharashtra government has introduced significant changes to the Career Advancement Scheme (CAS) for teachers, easing eligibility requirements for government-aided institutions. Key amendments include extended deadlines for training courses for regularized contract teachers, the removal of the PhD requirement for certain lecturers, and adjustments for Science and Humanities faculty. These changes aim to provide more support and flexibility for educators, ensuring they can benefit from the CAS based on their qualifications at the time of appointment. Significant Amendments to Career Advancement Scheme



The Maharashtra government has made notable adjustments to the eligibility requirements under the Career Advancement Scheme (CAS) for educators in government-aided diploma and degree institutions managed by the Directorate of Technical Education. These amendments relax various academic, training, and qualification standards.


This change was enacted through a Government Resolution (GR) released on Wednesday, following a ruling from the Maharashtra Administrative Tribunal on February 7, 2025, which provided partial relief to petitions contesting specific aspects of the June 2022 GR.


A five-member committee, led by Dr. Pramod Naik, Joint Director of Technical Education for the Mumbai Region, was established to evaluate the situation. The committee's recommendations, submitted in October 2025, have led to several modifications in the CAS provisions.


Key Changes and Benefits

Support for Regularized Contract Teachers


Temporary lecturers who were regularized through government decisions in 2015-16 now have until December 31, 2023, to complete their refresher or training courses. This extension aligns with the additional time granted by the All India Council for Technical Education (AICTE).


Teachers who finish their courses by the deadline will receive CAS benefits retroactively, while those completing them afterward will be eligible for benefits from their completion date.


PhD Requirement Waived


The government has eliminated the PhD requirement for lecturers appointed before March 5, 2010, for positions in the higher pay scale, Pay Band-4, under CAS. This requirement, which was mandated by the Sixth Pay Commission in the June 2022 GR, has been rescinded for those appointed prior to 2010.


Support for Science and Humanities Faculty


Lecturers hired in Science and Humanities during 2003 and 2004 will now qualify for CAS benefits based on their MA or MSc qualifications from the Fifth Pay Commission era, instead of the more stringent criteria introduced later.


Additionally, contract or temporary teachers appointed in 2003-04 are exempt from the ME/MTech requirement. However, those hired after this period must obtain the necessary qualifications within three years from the current GR's date. Failure to do so will result in the loss of benefits, although financial advantages will be granted retroactively upon qualification completion.


Furthermore, English lecturers regularized in 2015-16 will also receive full CAS benefits based on the qualifications relevant at their time of appointment, rather than the more rigorous standards that were later imposed.
