Central Government Reshuffles CBSE Leadership Amid Controversy
Major Decision by the Government
In a significant move, the central government announced a major decision regarding the CBSE on Tuesday. The board's chairman, Rahul Singh, along with secretary Himanshu Gupta, has been transferred. Additionally, a committee has been established to investigate the procurement of on-screen marking (OSM) services.
Swift Action Taken
Amid the OSM controversy, the central government has promptly transferred both top officials of CBSE. To ensure a fair investigation into the matter, a high-level committee has been formed, chaired by S. Radha Chauhan, the head of the Capacity Building Commission. This committee is tasked with a comprehensive review of the tender process, procurement arrangements, and any modifications to the regulations. If necessary, the committee may seek assistance from other government departments and experts.
Concerns Over Tender Process
The controversy originated from the tender issued for on-screen marking services. Allegations surfaced that after two cancellations, the tender was reissued with changes to the rules. Complainants claim that amendments to eligibility criteria could potentially benefit certain companies. Questions have been raised particularly regarding changes to average annual turnover, technical qualifications, and other eligibility standards.
Debate Over Regulatory Changes
According to the allegations, modifications to the tender conditions have impacted the competitive landscape. The complaint also states that some technical standards were made more lenient compared to previous requirements. These include provisions related to data center arrangements, technical certifications, and blacklisting. However, these allegations have not yet been officially confirmed, prompting the government to pursue an independent investigation.
