Bihar's New Examination Rules for University Staff: Key Details Unveiled

The Bihar Education Department is introducing new regulations requiring university staff to pass departmental exams for permanent employment and promotions. The exams will consist of two papers, each worth 100 marks, with a minimum passing score of 45%. Additional factors, including performance reports and interviews, will also influence promotion decisions. Introduction to New Regulations



The Bihar Education Department is in the process of establishing new regulations for educators and staff at universities and colleges throughout the state. These proposed rules will mandate that employees pass a departmental examination to achieve permanent employment or to be eligible for promotions. A draft of this initiative has been shared with all universities, outlining that the examination will be administered biannually by the institutions themselves.


Examination Structure

**Exam Format**


The assessment will consist of two papers, each valued at 100 marks. To pass, candidates must achieve at least 45%. The first paper will encompass subjects such as Hindi, accounting, finance, service regulations, office procedures, budgeting, and computer skills.


The second paper will focus on laws, regulations, government directives, and provisions related to university education. However, passing the exam alone will not guarantee promotion.


Promotion Criteria

In addition to the examination results, other factors will influence promotion decisions. These include the Annual Confidential Report (ACR) from the previous three years and an interview process. The interview, which will be worth 40 marks, will take place after the written exam. Final decisions regarding promotions will be made based on the recommendations from a designated committee.


Revisions to Leave Policies

The draft also proposes modifications to leave policies. Teachers will be allowed a maximum of 12 days of casual leave annually, while non-teaching staff will receive 16 days. Regular teachers will qualify for half-pay leave upon providing a medical certificate. Furthermore, there will be provisions for extraordinary leave for higher education or other significant reasons.


Contractual Appointments and Transfers

New guidelines for contractual appointments have been introduced. Appointments for a duration of one year or less can be made based on the Head of Department's recommendation and the Vice-Chancellor's approval. Additionally, there will be a system in place for transferring employees to equivalent institutions. The overarching goal of these changes is to enhance the organization and accountability of university operations.
