HRD Ministry announces universities ranking, IIM B, IIT M, JNU top the Chart

National Institute of Ranking Framework (NIRF) was launched by Minister of HRD, Smriti Irani on 29 September 2015. This framework outlines a methodology to rank institutions across the country.

The major parameters that are kept in mind are “Teaching, Learning and Resources,” “Research and Professional Practices,” “Graduation Outcomes,” “Outreach and Inclusivity,” and “Perception”.

There have been six categories of educational Institutes to be ranked. Four have been ranked and two (Architecture and Colleges) will be released soon. Approximately 3000 colleges have participated in the NIRF Ranking initiative for the year 2016.

Bharat Ratna awardee and Former Director of IISc Banglore, CNR Rao said “IISc is not in the world rankings for research and innovation. IISc is not a college. They should be like Massachusetts Institute of Technology or University of California, Berkeley …top class in teaching and innovation. In research, IISc was doing better before. They aren’t doing so well now. I don’t know why.”

Rankings cast a doubt on NIRF

HRD Ministry announces universities ranking, IIM B, IIT M, JNU top the Chart

Many eminent management personalities found that there are many “surprise elements” in the ranking, beginning with slotting of institutes which do not make the cut. Jamnalal Bajaj Institute of Management Studies (JBIMS) which is  popularly known as the CEO factory of India is not given a place in the list.

Saibal Chattopadhyay, Director, IIM Calcutta said, “If there are issues with regard to the ranking, we should look at improving upon it. Now we have a general idea of the NIRF.”

Another professor from an IIM said that he was surprised that despite being such a great Institute IIM-Indore was barely broke out in top 10.

Methodology of Ranking

The assessment by NIRF has been made on the basis of five parameters: teaching, learning and resources; research productivity, impact and intellectual property rights; graduation outcome; outreach and inclusivity; and perception. Faculty with PhDs and visiting faculty with PhDs along with sports facilities are also a factor. Even the performance of Students in National Exams like GATE, CAT etc are included in ranking them.

Importance of Rankings

HRD Ministry announces universities ranking, IIM B, IIT M, JNU top the Chart

According to the World Economic Forum, while rankings do have value, often they “do not serve as the best proxy of quality and relevance of tertiary education institutions”. A national ranking system and one that is as exhaustive as this one will propel institutions into higher world rankings.

According to the best ranking sites in the world, QS (Quacquarelli Symonds) and Times Higher Education rankings, there are almost no Indian universities in the top 100.

Vice-chancellor of JNU, M Jagadeesh Kumar had previously said that this kind of rankings will motivate universities to compete with each other and become role models for their teaching, research and social commitment and the world is going to take note of it.
