UGC Announces Updated List of Institutions for ODL and Online Programs for 2025-26

UGC Releases New List for Open and Distance Learning Programs
The University Grants Commission (UGC) has published its revised roster of higher education institutions that will provide open and distance learning (ODL) and online courses for the academic year 2025-26. This updated list indicates that 101 universities and 20 Category-I institutions will commence ODL programs starting from July-August, while 113 universities and 13 additional institutions are set to offer online programs.
Central, state, and private universities are permitted to deliver these programs without needing extra authorization. However, deemed universities are required to secure a No Objection Certificate (NOC) from the All India Council for Technical Education (AICTE) to provide online or ODL courses at the undergraduate, master's, and post-diploma levels in fields such as management, computer applications, and travel and tourism.
The cutoff date for student admissions and the submission of admission data is October 15, 2025. All institutions have submitted affidavits confirming the accuracy of their information in line with UGC regulations and accepting accountability for any inaccuracies.
Program Guidelines and Requirements
Universities offering ODL courses must follow the regional jurisdiction policy and set up a Learner Support Center (LSC). Additionally, institutions are required to meet UGC standards regarding admission eligibility, the admission process, course duration, and credit allocation.
The UGC stipulates that online programs cannot be offered through franchise agreements; institutions must have full ownership of these programs. Category-1 institutions are allowed to provide ODL programs as long as they maintain their Category-1 status. Should their status change, they must cease the program and notify the UGC, although students already enrolled will be allowed to finish their courses.
Compliance Responsibilities
Institutions are obligated to adhere to all UGC regulations and must independently oversee the programs. They will be held accountable for any misleading or incorrect information.
Admission Timeline
The admission process and the upload of student data for ODL and online programs must be finalized by October 15, 2025. The structure of the programs and course descriptions must align with UGC regulations.
