Rajasthan Plans to Establish State Testing Agency for Streamlined Exams
Introduction to the State Testing Agency
A proposal has been drafted to create a State Testing Agency (STA) in Rajasthan, inspired by the National Testing Agency (NTA). A team from the department recently visited the NTA to analyze its examination management system, leading to the finalization of the STA's framework, which incorporates feedback from relevant departments.
Significant Changes in Entrance and Eligibility Exams
Rajasthan's Higher Education Department is initiating a significant transformation in the management of entrance and eligibility examinations. The STA is expected to oversee a variety of tests, including university entrance exams, PTET, REET, SET, and more. These assessments will be conducted in a Computer-Based Test (CBT) format, with plans to set up examination centers at district headquarters.
Scope of Examinations Conducted by STA
The STA draft outlines that the agency will manage undergraduate and postgraduate university entrance tests, the State Eligibility Test (SET), REET, PTET, and pre-PhD assessments. Additionally, it will handle exams like BSTC, the Agriculture Joint Entrance Test, the Pharmacy Entrance Test (UG), and entrance tests for technical and polytechnic institutions. Annually, around 1.8 million students in Rajasthan participate in these various examinations, which are currently administered by multiple universities and institutions.
Transition to Computer-Based Testing
The new system aims to transition examinations to a computer-based format. To support this shift, exam centers will be established at district headquarters throughout the state. This approach is expected to standardize the procedures for conducting various tests, enhancing the organization and evaluation processes, and ensuring timely result announcements.
Enhancing Transparency and Security
The creation of the STA is also intended to improve the transparency and security of the examination process. Experts believe that centralizing the administration of exams like PTET and D.El.Ed under a single agency will help mitigate issues such as paper leaks. Prof. Kailash Sodhani, a former Vice-Chancellor of VMOU, emphasized that delegating entrance exams to a dedicated agency would not only prevent leaks but also ensure timely scheduling and result declarations.
Awaiting Final Approval
A team from the Higher Education Department of Rajasthan has conducted a study of the NTA's examination management system. Following this, a draft for the STA has been prepared, incorporating insights from various departments. Dr. Mukesh Kumar Sharma, Joint Secretary of the Higher Education Department, confirmed that the draft is ready. However, the STA proposal is still in the draft phase, and it will only be implemented once the government finalizes the decision and associated regulations, clarifying which exams will be conducted under the STA and the timeline for the new system's rollout.
