Uttarakhand: Many officers in education department here and there, bypassing act and seniority in transfers

In the education department, Seema Jaunsari has been made the director of secondary education and Ramakrishna Uniyal as the director of elementary education. While Director of Basic and Secondary Education RK Kunwar has been made Director of Academic Research and Training in place of Seema. At the same time, Dr. Mukul Kumar Sati will be the new Chief Education Officer of Dehradun. Sati has been given the additional charge of CEO Dehradun. Apart from this, many other officers have been transferred in the department. Amar Ujala has disclosed the transfers of officers in the department in the issue of July 13.

Now, according to the order issued by Education Secretary R Meenakshi Sundaram, Additional Director Elementary Education Virendra Singh Rawat has been made Additional Director Elementary Education of Garhwal Circle. Whereas SP Khali working on this post has been brought from Additional Director Garhwal Mandal Pauri to Directorate of Education Dehradun. The vacant has been given the additional charge of Additional Director, Secondary Education in-charge as well as Additional Director Elementary Education.

Chief Education Officer Asha Panuli has been removed from the post of CEO and made Joint Director SCERT. Whereas Dr. Mukul Kumar Sati, Additional State Project Director of Samagra Shiksha, has been given additional charge of Chief Education Officer Dehradun along with this post by including among the brightest officers in the department. Apart from this, Vinod Kumar Simalti, who is looking after the additional charge of CEO Uttarkashi along with Diet Principal Uttarkashi, has been removed from the post of Diet Principal and given additional charge of District Education Officer Basic Education Uttarkashi along with CEO Uttarkashi. Whereas District Education Officer, Elementary Education Uttarkashi Jitendra Saxena has been removed from this post and made Diet Principal Uttarkashi.

The transfers of the officers of the Education Department have been done in the interest of work. Education Director RK Kunwar has been unwell for a long time, due to which he has been removed from the post of Director of Education of Basic and Secondary and made the Director of SCERT.

Seniority was put on hold with the Transfer Act
In the transfers of officers in the Education Department, along with the Transfer Act, seniority has been put on hold. Despite zero season where bumper transfers have been made. At the same time, instead of Additional Director, the officer working on the post of Joint Director has been made the Director of Basic Education in-charge of the department. The departmental functioning is in question due to the appointment of a junior officer in charge of the department instead of the senior one.

In the Chief Secretary’s order dated 24 May 2021, it has been said that no transfers will be made in this session except for election code of conduct and administrative reasons. This is the reason why teachers are not being transferred in the department. Whereas despite the departmental officers coming under the purview of the Transfer Act, their bumpers have been transferred.

In the transfer list of departmental officers issued by the government, Joint Director Ramkrishna Uniyal has been removed from the post of Additional Director in-charge of Secondary Education and made Director-in-Charge of Elementary Education. Whereas Vandana Garbyal, who is working as Additional Director in the Directorate General of Education, is much senior to him. Whose service of three years has been completed in the post of Additional Director. Despite this, he was not made the Director of Basic Education. Apart from this, where some other officers have been brought to Dehradun, some have been climbed a mountain.

This is the reason for the bumper transfers in the department
Before the assembly elections, many other officers including the director in the department are being given different reasons for being shifted from here to there. Education Secretary Arminakshi Sundaram says that Education Director RK Kunwar was unable to see the work properly due to being unwell. He had covid in the past. This is the reason that he has been removed from the post of Director of Basic and Secondary Education and made the Director of SCERT. But if the sources are to be believed, the real reason behind his removal has been that the cases which were being dealt with from the Directorate level were not being dealt with from the Directorate level and were being sent to the government by him, due to which the situation started getting disturbed. At the same time, the reason for not doing work according to the mind of the departmental minister is also being told.

…so the minister changed the proposal to make Vandana the director
According to Education Secretary R Meenakshi Sundaram, Vandana Garbyal is senior in the department, which is why she had to be made the Director of Basic Education. For this a proposal was sent by the government, but the Education Minister rejected the proposal to make him director. Instead of Vandana, the minister recommended Ramakrishna Uniyal to be made director. On the other hand, a lot of effort was made to get information from the Education Minister on this issue but the contact could not be made. When his favor comes, it will also be published prominently.

CEO Dehradun removed due to complaints
Education Secretary Arminakshi Sundaram says that the department was getting complaints against CEO Dehradun Asha Panuli. This was the reason that he was ordered to be removed in the past, but after the instructions of the then Chief Minister Trivendra Singh Rawat, his transfer was stopped.

If the result is not good, Uniyal will also move out, the
Education Secretary said that the health of Education Director RK Kunwar is not good. While Seema Jaunsari, who was made director in his place, is also not completely healthy. Joint Director Ramkrishna Uniyal has been made the Director of Basic Education Department. This has been done as an experiment in the department, if their result is not good then Uniyal will also be replaced.

Transfers cannot be done in zero transfer session, but special permission was taken from the Chief Minister for these transfers. After that there have been transfers. In the matter of bypassing the seniority on the post of director, a proposal was sent by the government to make Vandana a director. Which was canceled by the departmental minister.
