50% participation of women in SMC compulsory, preference for woman as president or vice-president

In the Corona era, the School Management Committee (SMC) will be re-constituted in the Council of Basic Schools of the Department of Basic Education, for which BSA Budhapriya Singh has instructed to constitute it through open meeting on December 4 and 5, 2020. 50% participation of women parents in SMC is to be ensured, in which preference will be given to selection of women to the post of president or vice-president. The SMC is to be formed under the supervision of block-wise designated nodal officers.
Children from private schools have been enrolled in government schools after the lockdown. Especially parents who could not deposit the hefty fees of private schools, they have enrolled their children in government schools. Such parents can play an important role in SMC formation, which can help in enhancing the quality of education in government schools. BSA Buddha Priy Singh said that SMC will be formed in all the schools apart from non-grant schools in the district and the newly formed committees will be operational from December 2020. During the formation of the committees, in the open meeting of the parents, instructions have been given to ensure 100% compliance of the protocol of Kovid-19. Block Education Officer (BEO) will provide the date of election of SMC in each school. The block-wise nodal officers have been nominated to the concerned BDOs, who will constitute the managing committee on the scheduled dates.
Emphasis on the formation of the committee in a transparent and impartial manner will be the emphasis on making the
SMC transparent and fair, for which the formation of consensus will be the priority. If the selection is not done by consensus, the selection will be done on the basis of majority by raising hands. In the event of a dispute, the Block Education Officer in his presence will resolve it with confidential voting. It is the responsibility of the concerned Principal to personally contact the parents or guardian of the student studying in the school and will inform the date of the open meeting of the SMC.

50 percent parents quorum must be completed
SMC will be selected only if the parents and guardians of at least 50 percent children are present in relation to the total number of children studying in the school. The responsibility of fulfilling the quorum will rest with the concerned headmaster. In the committee, only parents / guardians of children studying in schools will be eligible to become members of the committee. A chairman and a vice-chairman will be selected from the selected members. The members of the committee will include one member SC / ST, OBC and parents or guardians of weaker sections. The parents or guardians of one child from each class will be included in the
committee.

Parents will get financial rights as president
In the formation of SMC, a guardian will be selected as the chairman, while the head of the school concerned will be nominated for the post of secretary. Parents will also be nominated on the post of vice president. Apart from this, many members will also become guardians. After formation, SMC’s bank account will be operated with the joint signature of Chairman and Secretary, in which budget will be received from items like Uniform, Library, Composite Grant etc. With this, parents can also play an important role in the running of the school as the SMC President.

All BEOs have been instructed to take necessary action to form SMC. In this regard, guidelines have been issued by the DM. Four and five December 2020 dates have been set for SMAC formation.
