Promotions for Teachers in Uttar Pradesh
Teachers in council-run primary and upper primary schools in Uttar Pradesh have faced a significant delay in promotions, with many remaining in the same roles since 2016. However, there is promising news as plans are in motion to promote around 70,000 teachers from these schools.
The Basic Education Council has instructed Basic Education Officers (BSAs) in all districts to compile seniority lists for teachers. This initiative aims to facilitate the promotion process, which has been stagnant for several years. Each district is tasked with preparing these lists based on teacher seniority, which must be submitted to the Basic Education Council by October 23, 2026. The promotion process is expected to commence in November.
Currently, there are approximately 3.30 lakh council teachers, and the upcoming promotions will benefit around 70,000 of them. Surendra Kumar Tiwari, the Secretary of the Basic Education Council, has emphasized the importance of completing the seniority lists within three weeks, which will then be forwarded to the Council's office for further action.

In council-run primary schools, Assistant Teachers may be elevated to the role of Headmaster in a primary school or to an Assistant Teacher position in an upper primary school. Likewise, Headmasters from primary schools and Assistant Teachers from upper primary schools can be promoted to Headmaster roles in upper primary schools. The number of sanctioned headmaster positions in schools will dictate these promotions, with the Right to Education Act stipulating one headmaster for every 150 students in primary schools and one for every 100 students in upper primary schools.

Once the seniority lists are submitted by the districts, the process for determining teacher eligibility and promotions will advance. The Council has set a deadline of October 3 for the completion of these lists. With the promotion process slated to begin in November, teachers' associations have been advocating for these long-overdue promotions.
