New Guidelines for Disability Certificates
New Delhi: The Staff Selection Commission (SSC) has introduced major modifications to the rules concerning disability certificates for candidates with disabilities. The SSC has implemented a new format and reinstated the 'On Scribe' facility for Persons with Disabilities (PwD) candidates. These changes follow the new guidelines issued by the Department of Empowerment of Persons with Disabilities.
According to the commission, the updated rules will simplify the documentation process for millions of candidates. The previous system that utilized three forms has now been streamlined to just two. Candidates with a single disability will use Form 5, while those with multiple disabilities will use Form 6. Both forms will replace the older Forms 5, 6, and 7 and will be valid for all SSC examinations.

How Will the Verification Process Work?
The commission states that this will make the verification process more straightforward and uniform. As per the official notice, candidates whose examination notifications are released after October 16, 2024, and who are currently undergoing the recruitment process, can utilize either the new or the old format.
Purpose of the Interim Arrangement
What is the Objective?
The interim arrangement aims to provide relief to candidates who may face challenges in obtaining a new certificate in a timely manner. The On Scribe facility has also been reinstated with the new regulations. This facility will apply to all examinations for which notifications are issued by December 31. This decision was made following clarification from the Department of Empowerment of Persons with Disabilities.
New Rules for Scribes
What Rules Must Be Followed?
Candidates will now be able to bring their preferred scribe, but they must adhere to certain new rules. Under the new regulations, the age of the scribe must correspond to the level of the examination. For matriculation and intermediate level exams, the maximum age for a scribe is set at 20 years, while for graduate level exams, it is 22 years.
Scribe Verification and Exam Slots
How Long Will the Window Be Open?
Aadhaar-based verification will be mandatory for all scribes. If verification cannot be completed at the examination center, candidates will have to use the scribe provided by the commission or take the exam without a scribe. Additionally, the commission has introduced a slot selection facility for the Junior Engineer and Delhi Police/CAPF SI examinations.
The window for the SI examination will remain open until 11 PM on November 21. According to the SSC calendar, the Junior Engineer exam will take place from December 3 to 6, and the SI exam will be held from December 9 to 12.
