New Code of Conduct Launched for Odisha's Higher Education Institutions

The Odisha Higher Education Department has rolled out a new Model Code of Conduct aimed at fostering discipline and respect in educational institutions. This comprehensive code applies to all public universities and colleges, mandating strict adherence to academic integrity and mutual respect. Institutions are required to implement the code immediately, ensuring it is communicated effectively to students and staff. Key provisions include mandatory attendance, prohibition of unauthorized protests, and accountability for property damage. The code also emphasizes the role of faculty in maintaining professional ethics and addressing any form of discrimination or harassment. This initiative aims to create a safe and conducive learning environment across Odisha's educational landscape.
 

Introduction of the Model Code of Conduct


Bhubaneswar: The Higher Education Department of Odisha has introduced a detailed Model Code of Conduct (MCC) aimed at all public universities, government and private degree colleges, as well as teacher training institutions. This initiative seeks to promote discipline, uphold academic integrity, and foster mutual respect within educational environments.


According to a statement from Joint Secretary Mousumi Nayak, the MCC is crafted to create a safe and respectful learning atmosphere, reflecting the evolving dynamics between teachers and students, as well as the changing social landscape in educational settings.


The guidelines were developed following input from academic committees and discussions with various stakeholders. Institutions are required to implement the code without delay and ensure it is widely communicated to students, faculty, and administrative personnel.


Colleges and universities must integrate the MCC into their prospectuses, admission documents, student handbooks, and official websites. They are also encouraged to conduct orientation sessions and awareness campaigns to educate all stakeholders about the code's provisions.


The directive emphasizes strict compliance with academic discipline, including mandatory attendance policies, where repeated absences will be considered a serious violation. Students are expected to obtain prior approval for absences, and guardians will be notified in cases of extended non-attendance. Unauthorized protests, strikes, or violent actions on campus are strictly forbidden, with violations subject to disciplinary and legal repercussions.


Furthermore, the code stresses accountability for any damage to institutional property, requiring compensation from those responsible, with expulsion as a potential consequence for non-compliance. The use of intoxicants, whether on or off campus, is explicitly prohibited. Any sexually inappropriate or lewd conduct will not be tolerated and will be addressed by Internal Complaints Committees.


Institutions must establish monitoring and grievance redressal systems to ensure timely handling of complaints. The code also outlines the responsibilities of faculty members as mentors, emphasizing the importance of maintaining professional ethics, ensuring fair assessments, and avoiding the misuse of authority.


Any form of discrimination, harassment, or intimidation by educators will result in severe disciplinary and legal actions. Institutions are encouraged to foster constructive discipline and maintain inclusive, respectful environments across the state.
