New Job Reservation Policy for Athletes in Ladakh
Exciting news has emerged for athletes in Ladakh, as exceptional performance in sports can now lead to government job opportunities. The Ladakh administration has approved a 4% reservation for exceptional athletes in the direct recruitment of Group 'C' non-gazetted government positions. This initiative, sanctioned by Lieutenant Governor VK Saxena, is part of the newly established Ladakh Sports Policy 2026. The administration aims to ensure that talented youth can secure jobs without having to abandon their sports careers due to financial pressures.
Ladakh is now recognized as the first Union Territory in India to implement a fixed 4% reservation for athletes in government employment.
To facilitate this initiative, the administration has introduced the 'Union Territory of Ladakh Outstanding Sportspersons (Horizontal Reservation in Direct Recruitment to Group 'C' Non-Gazetted Posts) Rules, 2026'. However, athletes must still adhere to the standard recruitment process, fulfilling all eligibility criteria and passing the required examinations.
Eligible Athletes for the Reservation
The new rules apply to athletes who have represented their state or country in recognized national or international events. Medalists from senior and junior national championships will also qualify. Furthermore, medal winners from the Khelo India Youth Games, Khelo India Winter Games, Khelo India Para Games, and Khelo India University Games are included. Athletes representing their universities in recognized inter-university competitions, as well as chess players meeting the criteria, are also eligible.
Weightage for International Achievements
Under this new framework, not all sporting accomplishments will be valued equally. Athletes who secure medals in international competitions will receive the highest weightage, followed by achievements in Senior National Championships, National Games, Junior National Championships, Inter-University competitions, and Khelo India University Games.
Performances in Khelo India Youth Games, Winter Games, and Para Games will also be evaluated based on a defined scoring system. Athletes with medals will be prioritized over those who merely participated.
Points for Multiple Achievements
Athletes with multiple accolades will not have their points combined for additional weightage. Only the highest achievement will be considered when compiling the sports merit list, meaning that winning several medals will not yield extra marks.
Understanding Horizontal Reservation
The 4% reservation for athletes will be implemented as 'Horizontal Reservation'. This means it does not create a new category separate from existing SC, ST, or other reservation categories. For example, if an athlete from the sports quota belongs to the SC category, their selection will be adjusted within that category.
This reservation applies to direct recruitment for Group C positions within the Ladakh administration, although specific posts may be excluded through notification.
Verification of Sports Credentials
The authenticity of sports certificates submitted for the sports quota will be verified. The Department of Youth Services and Sports will form a three-member committee to assist in verifying candidates' documents, ensuring the legitimacy of the submitted sports certificates and the recognition of the competitions.
Lieutenant Governor VK Saxena emphasized that no talented youth in Ladakh should have to give up their sports aspirations due to financial limitations or employment concerns. He described the 4% reservation for athletes in government jobs as a significant step towards providing long-term support for the youth. The Ladakh administration is also working on integrating various initiatives for athletes, including job opportunities, scholarships, cash incentives, modern sports facilities, and scientific coaching.
