Bihar Implements Stricter PhD Admission Guidelines for Enhanced Research Integrity
New PhD Admission Regulations in Bihar
Deepak Kumar Singh, the Additional Chief Secretary to the Governor of Bihar, has announced that candidates will be eligible for the PhD admission cycle in the same year they pass the National Eligibility Test (NET).
To improve research standards and eliminate irregularities in the admission process, the Raj Bhavan has mandated that all state universities adhere strictly to the new PhD Ordinance and PhD Regulations 2026. Furthermore, universities are instructed to expedite the long-overdue PhD admissions and ensure that future processes are completed within a designated timeframe. Singh's directive to Vice-Chancellors clarifies that eligibility for PhD admissions will be based on the year candidates qualify for the NET.
For example, if a candidate passes the NET in 2024, they will be eligible for that year's PhD admission cycle. In subsequent years, eligibility will continue to align with the respective admission cycles. However, the specific criteria and weightage related to the NET will be governed solely by the PhD Regulations 2026, meaning that simply passing the NET is not enough; compliance with the new admission rules is essential.
Completion of Pending Admissions for 2024, 2025, and 2026
The Raj Bhavan has urged universities to promptly issue notifications for the pending PhD admission cycles for 2024, 2025, and 2026. The aim is to eliminate the existing backlog and streamline the PhD admission process. The guidelines emphasize that there should be no unnecessary delays in future admissions, requiring that the entire process—from application to final admission—be completed within a specified timeframe.
Limitations on PhD Seat Allocations
New regulations have been established regarding the allocation of PhD seats. To maintain research quality and ensure adequate research facilities for students, no more than one-third of available vacant seats can be filled in a single admission cycle. However, universities are permitted to fill up to two-thirds of the total vacant seats by the academic year 2026-27. Before proceeding with admissions, universities must confirm the availability of sufficient research supervisors, facilities, and resources in the relevant subjects, as per the regulations.
Transparency in Research Topics
Under the new guidelines, universities are required to publicly share details of ongoing research projects on their websites. This includes information about which university is conducting research on specific subjects to prevent duplication. Additionally, universities must disclose information about research supervisors, including which professors or associate professors are overseeing research in particular areas, the number of researchers registered under them, and the specific topics being explored. The Raj Bhavan's directives also emphasize strict compliance with the PhD Regulations 2026, with provisions for action against officials in cases of rule violations or irregularities in the admission process.
