Overview of the Three-Language Policy
Implementation of the Three-Language Policy: The Central Board of Secondary Education (CBSE) has announced the initiation of a three-language policy, effective from the academic year 2026-27. This policy mandates that students enrolled in CBSE-affiliated institutions must learn two Indian languages (R1 and R2) alongside one foreign language (R3). While this requirement is compulsory for students in Class 6, those currently in Classes 7, 8, and 9 will have some leniency; they are required to study the third language (R3) but will not be assessed through a Class 10 board examination in it. Nevertheless, a recent circular from CBSE indicates that these students will still need to complete an internal assessment for R3, which they must pass to avoid having their Class 10 board certificate withheld.
Key Highlights of the New Circular
Assessment Framework for Class 9 Students:
Students preparing for the Class 10 board exams this year are exempt from the three-language policy. CBSE has clarified that while students in Classes 7, 8, and 9 must learn three languages, they will only take board exams in two languages. However, when the current Class 6 students reach Class 10, they will be required to take board exams in all three languages. For those advancing to Class 9 this session, CBSE has introduced a specific assessment framework for the third language.
Internal Assessment Procedures
Conducting Internal Assessments:
A 'Three-Language Assessment Framework' has been established for Class 9 students this academic year, which includes internal assessments conducted in schools to evaluate the third language (R3). Every student will participate in this internal assessment.
Criteria for Class 10 Certificate
Passing Requirements for Class 10 Certification:
According to the CBSE circular, Class 9 students will undergo an internal assessment for the third language at their respective schools. To receive the Class 10 board passing certificate, students must meet the passing criteria for the third language in this internal assessment. If a student does not meet these criteria, their Class 10 certificate will be withheld; however, they will have the opportunity to retake the internal assessment.
