The Central Government has introduced new guidelines aimed at regulating coaching institutes. According to these guidelines, coaching institutes are now prohibited from admitting students below the age of 16. The move is in response to complaints received by the government regarding the increasing cases of student suicides and misleading practices employed by coaching centers. The Ministry of Education has issued these guidelines to address irregularities in private coaching centers and to ensure legal frameworks are in place.

Key Points of the Guidelines:

  1. Teachers at coaching centers must have a minimum qualification of graduation, with a degree in the relevant subject they are teaching. Teachers with any criminal charges related to an offense cannot be employed.
  2. Coaching centers must not make false promises to parents and students, nor guarantee ranks or high scores. Advertisements guaranteeing 100% placement will be restricted.
  3. Admission of students below the age of 16 is not allowed. All details of students seeking admission, including those above the age of 16, must be documented.
  4. Coaching centers are prohibited from publishing or participating in any false or misleading advertisements related to the quality of coaching. They must comply with various laws, rules, and regulations.
  5. Coaching centers are required to release a prospectus that includes details such as the duration of courses, the number of classes, lecture, tutorial, hostel facilities, fee structure, refund policies, and easy exit options.
  6. In case a student withdraws from a course after making full payment, the coaching center is obligated to refund the proportionate fee for the remaining period. Hostel and mess fees should also be refunded in such cases.

These guidelines aim to bring transparency, accountability, and ethical practices to the coaching industry and address concerns related to student welfare and the quality of coaching provided.
